PRs are linked to bugzillas based on commit message content, you can see is in https://github.com/WebKit/WebKit/pull/274 / https://bugs.webkit.org/show_bug.cgi?id=237863. The reverse-look up is a good idea, though, more complicated things like `webkit-patch apply-attachment` have parallels, but they're not obvious.
