Demonstration of the issue

Safari Version 15.4 (17613.1.17.1.13)

When clicking the bottom of a tab in Compact tab layout mode, it doesn't select the tab.

Note: I also think the entire vertical region of the top bar should have a "hitbox" too for each of the tabs to further improve detection of clicks. This would greatly aid in accessibility.

Since this is an issue in Safari and not in WebKit. Marking as MOVED. it will continue to be tracked by Apple internally.

In the future, please report Safari issues via feedbackassistant.apple.com.
