Function `gst_video_format_info_component` is available since GStreamer 1.18. Ubuntu LTS uses GStreamer 1.16 (libgstreamer-plugins-base1.0-dev v1.16.2-4) from system's libraries. If there is no way to work around this issue, a possible solution might be to add `libgstreamer-plugins-base` as a dependency to the minimal moduleset.
