Similar to https://bugs.webkit.org/show_bug.cgi?id=203263, build.webkit.org queues should download the build archive from master when download from S3 fails. This reduces the dependency on amazon S3. Also, it helps in setting up testing instances (e.g.: dev instance) in which builds can work without S3.
