After upgrading STP to 118, getUserMedia asks for permissions and then consistently returns "NotReadableError: The I/O read operation failed."
Steps to reproduce
1. Use STP 118 on Catalina or Big Sur
2. Go to https://webrtc.github.io/samples/src/content/getusermedia/gum/
3. Click "Open Camera"
Happens 100% of the time
gUM for audio returns a MediaStream, but for video we get the error

I can reproduce this on macOS Catalina 10.15.7 (19H15) with STP118, but this does not reproduce on the latest developer beta of macOS Big Sur 11.2 RC (20D53) with STP118.
