Thanks to another regression that blocked testing, we have a large regression range:

r270691 exhibited the failure, too, but a run with r270695 and another with r270700 no longer have any API test failures.

Also seeing no failures as of 270700 on another queue, so I don't know what exactly caused or fixed this, but oh well.
