The first timeout that I see this on the dashboard was 09/29/20 at 267773, but I was not able to find a commit that seemed relevant that would have caused this.
These tests have been a flaky time out since the start of history with iOS 14.  The diff log results in http 404 No Such Resource File not found.

I have attempted to reproduce this issue, but have been unsuccessful so far.

After this bug is resolved, accessibility/insert-newline.html must explicitly be changed back to [ Pass ] in our iOS layout test expectations.
