Hello,

I noticed a change in the PointerEvent API with Scribble activated on IpadOS 14.


*Steps to reproduce*

- On Ipad with IpadOS14, Scribble enable
- Open Safari
- Go to : https://codepen.io/l4ngu0r/pen/KKzLbJY
(We can also see the problem here : http://webdemo.myscript.com/views/text/index.html)
- Write "Hello how are you" with a pencil on left side

*Expected*

- 4 pointerdown events

*Actual*

- 3 pointerdown events

=> no problem when Scribble is disabled

I though Scribble was only enable on focused input text ?
Also I notice a slightly drop in responsiveness with pencil and Scribble activated.
