Bug 217158

[WinCairo] Never finish loading https://github.com/

1. Start WinCairo MiniBrowser
2. Go to https://github.com/
3. Loading indicator stops at 90%

I found this issue by testing https://stackoverflow.com/q/63851365,
I got a different error of page.goto timeout.
