On iPhone SE (1st generation) with iOS 14.2 beta (18B5052h), I can't use NFC security key for webauthn and even the information on the dialog is different to other iPhones like 11. Is this by design ?

Is this a regression? iPhone SE might not be able to support NFC.

I can't tell. I just found this limitation with iOS 14 beta8 (18A5373a) on 9/14 and I didn't test it on iOS 13 ever.

Looks like it can't support generic NFC interfaces. https://www.bluebite.com/nfc/iphone-nfc-compatibility
