This would also help in scenarios when some of these bots are offline. For example, right now igalia-jsc32-armv7-ews-02 and igalia-jsc32-armv7-ews-03 are offline, but a single bot igalia-jsc32-armv7-ews is able to keep both the builder and tester queues form armv7 going.
