# STEPS TO REPRODUCE
1. plug in a hardware mouse
2. inspect any page
3. go to the Timelines Tab
3. select the CPU timeline
  => scrollbar regions shown on both axis

r=me. I don't like jumpy content, but that's a reality for laptops / non-hardware mousing, so let's proceed.
