TestWebKitAPI.ResourceLoadStatistics.NetworkProcessRestart started to flakily tome out on macOS.

The first timeout was on 2020-09-07, they were rare at first, and super frequent now  (about 50% of the time).

I can reproduce this issue by just running the test in iterations. 

run-api-tests TestWebKitAPI.ResourceLoadStatistics.NetworkProcessRestart --iterations 20
