These test were isolated from the others in the group as ones that are unexpectedly passing.

Tests removed:
fast/images/reset-image-animation.html
fast/images/slower-animation-than-decoding-image.html

fast/images/slower-animation-than-decoding-image.html is still a flaky failure on Mac-wk1. It looks like fast/images/reset-image-animation.html is also still flaky, though it is less frequent.

fast/images/slower-animation-than-decoding-image.html is also still flaky on iPhone release bots.

fast/images/slower-animation-than-decoding-image.html has had only one failure on iPadOS debug since 6/10/20 (before which it seemed to be failing more frequently).

Upon further review, I can see the tests are still flaky failing.

Not removing expectation.
