AX: User has requested ability to unmask password fields for an accessibility need

Starting with a WebKit tracker so it links the Radar even if the resolution doesn't land in WebKit.
Some thoughts:
1. It probably should match the system rather than being a WebKit-specific patch.
2. It could be a "show password" button in the field. (Some de facto UI conventions I've seen use an 👁 with or without a line through it.)
3. It could be a system setting (Accessibility or mainstream) to "Always show passwords."
4. If this becomes a thing, I'd personally like a way to disable showing the most recently typed character, but it could still be the default.

Perhaps something like:
Passwords >
- Display all characters (what the original bug reporter wants 👍)
- Display last typed character (default ☑️)
- Mask all characters (what I want 😉)
