If you're in Responsive Design Mode when opening a PDF, the PDF opens in Responsive Design Mode but you're then unable to leave Responsive Design Mode as the menu item is disabled when viewing a PDF.
Reproduction steps:
1. Open a site with a direct PDF link
2. Enter Responsive Design Mode
3. Click the link
4. PDF opens while in Responsive Design Mode
Excepted results:
Should be able to close Responsive Design Mode when viewing the PDF
Actual results:
Are unable to exit out of Responsive Design Mode

Just to add you cannot enter or leave responsive design mode when viewing a pdf.
