I can reproduce. This appears to be intentional per bug 188203. |
Created attachment 396905 [details] HTML & CSS + result -apple-system-control-accent returns the default blue color. Since Mojave the user choose different colors. -apple-system-control-accent should return the users chosen system accent color instead of the default blue.
