svg/as-background-image/tiled-background-image.html is a flaky image failure on iOS bots

The image diff shows that the actual output is smaller (or not as zoomed) as the test expects. 

The image still seems to satisfy the stated criteria for the test: "This test passes if there are 4 rows of 2 circles and they all have sharp edges"

The first instance of this failure I see on the WebKit results database is 11/7/2019 @ r252182.
