The timeouts start for Win10 release after a build fix in https://trac.webkit.org/changeset/257684/webkit. We don't have data for the test on the queue before then.

We don't have any platform specific expectation - searched on `searchfox.org` (wubkat) port.
It might be `AppleWin` port specific - so marking this as 'RESOLVED CONFIGURATION CHANGED'.
