[ews] ValidateCommiterAndReviewer (for commit-queue) should validate emails in case insensitive manner. Some users might have their email in lowercase in contributros.json while it might be in upper case in the bugzilla account. For such cases ValidateCommiterAndReviewer shouldn't fail (e.g.: for Basuke.Suzuki@sony.com in https://ews-build.webkit-uat.org/#/builders/26/builds/1116).
