The address bar is hidden on safari iOS 13 when rotating to landscape. When the page height is set to 100% and overflow set to hidden, then the top portion of the screen becomes un-clickable and the address bar remains hidden.
This forces you to rotate the phone back to portrait to be able to use the top part of a site and get the address bar back.
