I was not able to reproduce this issue with r255856.

I used the following command:
run-webkit-tests --root xxx webgpu/whlsl/textures-sample-grad.html --iterations 5000 -f --exit-after-n-failures 5 --force

result:
All 5000 tests ran as expected.
