This has been flaky for a while according to internal bots, but it appears to be timing out multiple times per day on both Catalina and Mojave bots. 

It seems to be particularly bad on one of the two Catalina debug bots.

I was able to reproduce this issue with r256238 using this command:
run-api-tests TestWebKitAPI.Fullscreen.WKViewDelegate --iterations 5000 --debug
