inspector/heap/tracking.html is flaky failing in macOS but there are also some notable crashes and timeouts that have occurred as well in the test. 

I did not try to reproduce the failures

This appears to be an intermittent failure seen as far back as 11/28/2019, appears limited to debug queues.

Test run time varies substantially, from 1-2 seconds to 10 to timeout. What makes it so inconsistent?
