[old EWS] commit queue doesn't upload layout test archive for layout test failures.
For e.g. in https://webkit-queues.webkit.org/patch/387529/commit-queue there were layout-test failures. But there doesn't seems to be any way to say the layout-test archive (with results.html). No archive was uploaded to corresponding bug https://bugs.webkit.org/show_bug.cgi?id=206172, and no archive is available in https://webkit-queues.webkit.org/patch/387529/commit-queue

old EWS (and old commit-queue) was deprecated. commit-queue in new ews does upload layout test archive for layout test failures.
