https://bugzilla.gnome.org/show_bug.cgi?id=781997 With Epiphany, if you use a touchpad that has smooth pixel-perfect scrolling, it will work smoothly on some websites like planet.gnome.org or lapresse.ca, but on other websites like http://fortintam.com it will be noticeably non-smooth (feels like 10-20 frames per second, on my i7 L640 with Intel ironlake graphics). Firefox on Chromium work fine on it. Maybe something to do with the fixed background image on that website?

Hi Jeff! I have just quickly tried today with WebKitGTK+ 2.20.1, which is the latest stable release, and now the scrolling does not feel sluggish anymore (and the same goes for trunk). Would you mind checking with 2.20.1 and confirming that scrolling is now also smooth for you? Thanks!
