It is possible to tab between form elements but impossible to tab to an anchor using Safari 2.0.4 (419.3)

This is a preference in Safari. Look under the Advanced preferences and enable "Press Tab to highlight each item on a webpage"

I believe this preference should be turned on by default as this is something many users are used to. Changing severity to enhancement.

If you don't have an ADC membership, you may create a free "online" acount at <https://connect.apple.com> to create the Radar enhancement request. For others' benefit, you may want to report the Radar bug number here, and add the "InRadar" keyword to this bug.
